calculation for last month salary after resignation

i'm working in my company for 3 years already and my current salary is hkd 16,500.
then i had resigned on 3/July and my last day in company will be on 25/July.
my question is, since i do not have 1 month notice (probably only 22 days), so i did expected i need to pay back for 9 days (in July) if i do not have annual leave for deduction.
but now company said they hv policy that last month only will pay me the salary of "working days" only!! t/4, i can get only about $8xxx in July! is it legal to be paid like this? how about public holiday on 1/july, i should be paid or not?
i'm confusing so hope to receive yr feedback on this. thanks!
